E661 Gradiška - Banja Luka

Highway E-661 Gradiška–Banja Luka, with a length of 34 km, put into traffic in 2011, is the first highway built in the Republic of Srpska, with the Mahovljani interchange as the key node. The project includes tunnels, bridges, viaducts, and toll stations, and the introduction of tolls has created new jobs for the local population. With the construction of a new bridge on the Sava near Gradiška, put into full operation in May 2026, a direct highway connection with the Republic of Croatia was established.

Banja Luka – Prijedor – Novi Grad

The Republika Srpska has signed the first concession agreement for the 42 km Banja Luka-Prijedor highway with the Chinese company China Shandong International, which will finance, design, and construct, while the RS will resolve property and legal issues on the route. The highway starts in Kuljani, connects to the future Banja Luka bypass, and ends at the Prijedor loop, with the planned Omarska loop. The concessionaire will design, build, and maintain the highway for the next 30 years from the completion.

Belgrade - Banja Luka highway

The construction of the Vukosavlje–Brčko–Bijeljina–Rača highway, with a total length of 70 km, will connect the highway network of the Republika Srpska with the Republic of Serbia, while developing local communities and the regional economy. The route includes three lots with a design speed of 130 km/h, toll stations and maintenance bases. The section represents a key connection between Krajina in the west and Posavina in the east, as envisaged by the current Spatial Plan of the Republic of Srpska.

Section Vukosavlje - Brcko

The 31.5 km-long Vukosavlje-Brčko highway section, part of the strategic Belgrade-Banja Luka highway project, is being built under a contract with the Chinese company China State Construction for 654.4 million KM, financed 85% through loans and 15% with own funds. The design and construction contract was concluded in August 2022 with a three-year term; the supervisory team has six members; and the financing contract was signed at the end of December 2025.

Section Bijeljina - Brcko

The 17 km long section of the Bijeljina-Brcko highway, part of the strategic Belgrade-Banja Luka highway project, is being built under a contract worth a total of 347 million KM concluded in February 2023 with the Chinese consortium China Overseas Engineering Group and China Tiesiju, with financing from the Chinese banks CCB and Eximbank. The work is scheduled for 1,095 days; the development of a conceptual design for the main route is underway.

Section Bijeljina - Rača

The 20 km long section of the Rača-Bijeljina highway, as part of the strategic project to connect Belgrade and Banja Luka, is being built under a contract worth 258.2 million KM concluded in March 2022 with the domestic consortium Integral Engineering, Srbijaautoput and IG Banja Luka. 80% of the financing was provided by the Republic of Serbia, and 20% by the Republika Srpska, and by April 2026, work worth 132.3 million KM had been completed.

Section Glamočani - Banja Luka South (Banja Luka Bypass)

The Glamočani–Banja Luka South motorway section, part of the Banja Luka Bypass within the SEETO network, has a completed Main Project funded by the EU Delegation to BiH, while PE Autoputevi RS concluded a contract with the company RADIS for parceling plan development in July 2025. The adoption of planning documentation by the National Assembly of Republika Srpska is pending, after which land expropriation and resolution of property-legal relations can commence.

Glamočani - Mliništa (border with Federation BiH)

The construction of the Banja Luka–Mlinište highway, with a total length of 93 km, represents the second most important road route in the Republika Srpska. It is a strategic link between Krajina and the Adriatic Sea - connects Banja Luka with the Croatian coast through Mrkonjić Grad and Livno to Split. The RS government has adopted a decision on the development of a land division plan, while the construction will attract investments and relieve the overloaded main roads through Glamočane and Mrkonjić Grad.
