The construction of a direct connection of the Banja Luka Airport to the E 661 Gradiška – Banja Luka highway was not planned during the construction of the Gradiška – Banja Luka highway, which was opened to traffic in November 2011.

The increase in the number of flights and the expansion of the services of the Banja Luka Airport have led to the need for simpler and faster access from the nearby highway. For this reason, on June 22, 2021, the Government of the Republic of Srpska adopted a Decision authorizing the PE “Autoputevi Republike Srpske” d.o.o. Banja Luka to implement a capital investment as an investor under the title: Construction of a loop on the E-661 highway, Gradiška – Banja Luka, for the Banja Luka Airport. The financing of this project is planned from the PE’s own funds.

The works on this section are being carried out according to the FIDIC (red) conditions of contract, 1999 edition.

The contract for the execution of the works was signed with the company "Integral Engineering" a.d. Laktasi. The contract for the supervision of the construction was signed with the group of bidders "ROUTING" d.o.o. Banja Luka (leader of the group of bidders), "Investinženjering" d.o.o. Zagreb (member of the group of bidders), "RAMTECH" d.o.o. Zagreb (member of the group of bidders), "GEONOVA" d.o.o. Banja Luka (member of the group of bidders), "KOMING-PRO" d.o.o. Gradiška (member of the group of bidders)

The Technical Specifications, Feasibility Study, and the revised Main Project have been prepared. Location conditions No. 05-364-125/2022, dated 03.08.2022, for the construction of a local road - connection to the "Banja Luka" airport by the City of Laktasi, and location conditions No. 15.02364-43/22 dated 03.08.2022 for the construction of the "Airport" loop by the competent Ministry have been obtained.

In addition to the UTU, the "Supplement to the Expert Opinion and Urban-Technical Conditions for the Construction of the Banja Luka Airport Loop" was also prepared in the part of the transport infrastructure, and the supplement to the location conditions No. 05-364-364/2024 of 27.01.2025. was obtained.

The Republic Administration for Geodetic and Property-Legal Affairs carried out the geodetic division of plots, i.e., the execution of geodetic-technical works for plots that are within the scope of the construction of the Banja Luka Airport loop in the cadastral municipalities of Mahovljani and Laktasi, and a Technical Report on the field geodetic-technical works marking the expropriation line for the construction of the Banja Luka Airport loop, MA Mahovljani, City of Laktasi (act No. 21.03/952.1-572/22) dated 08.08.2022. Activities are underway to resolve property and legal relations and obtain a building permit.
