Section Johovac (Tovira) - Rudanka (Kostajnica)

The construction of the first kilometers of the highway on Corridor Five c, which stretches 46.58 kilometers across the territory of the Republic of Srpska, began in June 2019 on the section Johovac (Tovira) - Rudanka (Kostajnica), 5.65 km long.

The first section of the highway on Corridor Five c was financed by a loan from the European Bank for Reconstruction and Development (EBRD) and a grant from the WBIF, and was built by the Consortium "Integral Engineering" Laktasi and GD "Granit" Skopje, while supervision of this section was carried out by the Consortium "KREBS+KIEFER Eastern Europe GmbH, Germany & GEING Krebs und Kiefer International and others, Macedonia".

An interregional junction has been built on this section – the “Tovira” loop, which connects two highways – the “9. january” Banja Luka – Doboj highway and the highway on Corridor Five c, as well as the “Rudanka” loop and a toll booth, from which the connection to the city of Doboj, several bridges over smaller watercourses, and other facilities are separated. The section was put into operation at the end of August 2022.

Section Rudanka (Kostajnica) – Putnikovo brdo (so-called Doboj Bypass) – UNDER CONSTRUCTION

The second section on Corridor Five c through Republika Srpska includes the construction of 5.6 km of highway between the Rudanka (Kostajnica) loop and the exit from the Putnikovo brdo 2 tunnel (inter-entity border), including a bridge over the Bosna River, two tunnels, and a viaduct. The Putnikovo Brdo 2 tunnel represents the inter-entity border. It has a total length of 700 m, of which 120 m belongs to the Federation of Bosnia and Herzegovina. In comparison, the remaining 580 m is located within the territory of the Republika Srpska, which accounts for the majority of the tunnel (83%). Considering that the majority of the Putnikovo Brdo 2 tunnel is located on the territory of the Republika Srpska, the implementation of which is entrusted to the PE "Autoputevi Republike Srpske", and to be economical and efficient, and to provide a uniform response to the requests of the project financiers, the PE "Autoceste FBiH" has given its consent for the project of construction of a 120 m tunnel on the territory of the Federation of Bosnia and Herzegovina, to be implemented on their behalf by the PE "Autoputevi Republike Srpske". To this end, on June 15, 2021, the Project Implementation Agreement was signed between the Public Enterprise "Autoceste FBiH" and the Public Enterprise "Autoputevi Republika Srpska".

Financing of this section was provided by loans from the European Bank for Reconstruction and Development (EBRD) and grants from the Western Balkans Investment Fund (WBIF).

The contractor is the company "Integral Engineering" from Laktaš, and supervision is entrusted to the Italian company IRD Engineering from Rome.

The design and construction works on this section are being carried out according to the FIDIC (Yellow Book) contracting conditions, which implies the preparation of a Detailed Design based on the Main Design (prepared in 2010), and the execution of the works, and the contractor was introduced to the job in November 2021.

The section is short, but very demanding due to the terrain configuration and numerous facilities, the most important of which are: a bridge over the Bosna River with a length of 326 m, two tunnels, the "Putnikovo brdo 1" tunnel with a length of 1180 m and the "Putnikovo brdo 2" tunnel with a length of 700 m, the "Putnikovo brdo" viaduct, the "Prisade" overpass, the "Kostajnica" toll station, and others.

Section Doboj (Johovac) - Vukosavlje (IN PREPARATION)

For the remaining 36 kilometers of the motorway section in question on Corridor Five C, activities are being carried out to secure financing through several different models.

During 2020, a procedure was initiated by the Ministry of Finance of the Republika Srpska to secure financial resources from the European Investment Bank (EIB), and in addition to these funds, for the construction of this section of the highway, a grant from the Western Balkans Investment Fund (WBIF) is also planned to contribute 40% of the project value.

Intensive negotiations were conducted with the EIB, in cooperation with consultants (engaged by the Bank), to assess and meet various Bank conditions. At the same time, an application was submitted to the WBIF for a grant, which was approved in principle. Due to the political situation in BiH, as stated by the European Union, this grant was temporarily suspended in 2022.

In early 2026, the World Bank expressed interest in supporting the completion of this important link on Corridor V, which will improve the internal connectivity of BiH, as well as its integration with the European transport network, and intensive negotiations are underway to find the most favorable financing model.

This section in the south continues to the already built interregional node "Tovira", and in the north it connects to the also previously built section Odžak - Svilaj (border with the Republic of Croatia) in the Federation of BiH. Via the loop near Vukosavlje, this section will also be a connection to Belgrade, respectively a connection to the Vukosavlje - Brčko highway, which is under construction.

The most important planned facilities on this section are the “cut and cover” tunnel “Dobor”, about 1 km long and 4 bridges over the Bosna River (each about 600 m long), the “Vukosavlje” T-type loop for the connection with the Vukosavlje – Brčko highway, then the “Vukosavlje” loop of the trumpet type for the exit towards Vukosavlje, the “Trebava” loop, which represents the connection with the regional road R 465, and
