Section Bijeljina - Rača

Following the activities of the Republic of Serbia in the implementation of infrastructure projects reaching the Drina River and the interstate border, the Republika Srpska, for its part, has also taken several steps towards the implementation of important projects in order to connect with the highway network in mainland Serbia.

The first step was the preparation and start of construction of the Rača - Bijeljina highway section, as an integral part of the future strategic project of the Republika Srpska, which is the connection of Belgrade and Banja Luka by highway, through the territory of Srpska.

The contract for the public procurement of the design and construction of the Rača - Bijeljina highway section was awarded to a group of bidders: "Integral Engineering" a.d. Omladinska br.44, Laktaši, "Srbijaautoput" d.o.o. Belgrade, Ljube Čupe br.5, Belgrade, and the Institute for Civil Engineering "IG" d.o.o. Banja Luka, Kralja Petra I Karađorđevića br.92-98, Banja Luka, as the best-rated bidder, in the amount of 258,169,560.00 KM excluding VAT and with a warranty period for the performed works of 60 months, and the Contract for the design and construction of the Rača-Bijeljina highway section was concluded on 18 March 2022.

The contract for the engagement of the supervisory authority for the design and construction of the Rača-Bijeljina highway section was concluded with the Group of Bidders, consisting of the following companies: "SAFEGE SAS", with its registered office in Perc de l'ile – 15/27, rue du Port – F92022 Nanterre Cedex - France; SAFEGE d.o.o., Belgrade Street No. 27, 11 000 Belgrade, Serbia and "RADIS" d.o.o., East Sarajevo, Jovana Dučića No. 16, 71 123 East Sarajevo in the amount of 3,800,000.00 KM (excluding VAT).

On 3 January 2024, a contract for the revision of technical documentation was signed with the group of bidders: "CPK" d.o.o. Banja Luka (Group Leader); ,,PPG’’ d.o.o. Sarajevo (member of the group); "Energize" d.o.o. Banja Luka (member of the group) in the amount of 159,000.00 KM excluding VAT. Point 4 of the above-mentioned Decision of the Government of the Republic of Srpska determines that the funds necessary for financing the aforementioned capital investment will be provided from the budget of the Republic of Srpska, for each of the three years of the project duration, in the amount of 60,000,000.00 KM, and that the remaining amount of the necessary funds will be provided from the toll funds as a type of indirect tax.

The length of the main route is 20 kilometers in the full profile of the highway (stop, driving, and overtaking lanes). The length of the connecting road from the main road to the highway with all on-off lanes is about two kilometers. There are nine facilities on the main route, the "Bijeljina North" loop with a toll station, a front toll station at the beginning of the section, a maintenance base, and a rest area.

Construction permit for preparatory works No. 15.03-360-141 dated 29.07.2022 was issued by the Ministry of Spatial Planning, Construction and Ecology of the Republic of Srpska. On 12.08.2022 and on 03.03.2022. A partial decision No. 15.03-141/22 was issued by the same Ministry, a construction permit for preparatory works and works on plots of land on which property and legal relations have been resolved. On 28.08.2025, a partial decision No. 15.03-360-141/22, by the Ministry of Spatial Planning, Construction and Ecology of the Republic of Srpska, construction permit for preparatory works.

On 28.11.2025. Partial decision no. 15.03-360-679/25 was issued by the Ministry of Spatial Planning, Construction and Ecology of the Republic of Srpska for a construction permit for the execution of works.

On 10.12.2025, an amendment to the Contractual Agreement no. 013-10044/25 was signed, extending the deadline for completion of works.

Preparatory works on construction began on 15.9.2022.
