The Glamočani – Banja Luka South motorway section, the so-called Banja Luka Bypass, is part of the Banja Luka – Mliništa motorway route and is listed as ROUTE 2A (Banja Luka Bypass) within the SEETO network. For the section in question, with funding from the Delegation of the European Union to Bosnia and Herzegovina, a Main Project with accompanying technical documentation has been developed, which is described in detail in the Annual Business Report for 2025. To continue the project implementation, the PE “Autoputevi Republike Srpske” d.o.o. Banja Luka has prepared a procedure for the procurement of services for the development of a parceling plan and urban and technical conditions for the construction of the Banja Luka Bypass using an abbreviated procedure. The above documentation also includes a connecting road that connects the Banja Luka South motorway loop with the Banja Luka – Mrkonjić Grad main road, i.e. the junction point of the eastern and western transit of the city of Banja Luka. After the preparation and adoption of the above planning documentation, it is possible to proceed with the land expropriation procedure and the resolution of property-legal relations.

On 13.12.2024, the Ministry of Spatial Planning, Construction and Ecology of the Republika Srpska submitted an Initiative for the adoption of a Decision of the National Assembly of the Republika Srpska on the preparation of the Land Use Plan for the section in question, and on 31.03.2025. Information was requested on the status of the resolution of the submitted Initiative.

The Ministry of Spatial Planning, Construction and Ecology of the Republic of Srpska, in a letter dated 02.04.2025, informed that, in accordance with its competence, it has prepared a Proposal for a Decision on the preparation of the Land Division Plan, which has been submitted to the relevant authorities for their opinion. After obtaining the opinion, the Proposal for a Decision will be submitted to the Government of the Republic of Srpska for consideration and then to the National Assembly of the Republic of Srpska for adoption.

In parallel with the above activities, the PE "Autoputevi Republike Srpske" d.o.o. Banja Luka, after the public procurement procedure, concluded on 10.07.2025. Contract No. 013-5227/25 with the company "RADIS" d.o.o. East Sarajevo for the development of the Parceling Plan of the Banja Luka Bypass, Glamočani - Banja Luka South section, as well as urban and technical conditions. Given that no information has been received in the meantime about the further course of the procedure, PE "Autoputevi Republike Srpske" d.o.o. Banja Luka sent a letter to the Ministry of Spatial Planning, Construction and Ecology of the Republika Srpska on 30.01.2026 with a request for the current status of the procedure for adopting the Decision on starting the development of the Parceling Plan.
