The Goražde – Foča – Gacko – Bileća – Trebinje project is located in the southeastern part of the Republika Srpska in Bosnia and Herzegovina and is part of the planned network of highways and expressways of the Republika Srpska. The expressway starts in the Ustiprača zone, where it connects to the planned Sarajevo – Vardište expressway, while the final point is located south of Trebinje, with a connection to the planned highway towards Montenegro. The planned length of the route, in accordance with the Spatial Plan of the Republika Srpska, is approximately 170 km.

The Republika Srpska has signed a memorandum of understanding regarding the implementation of this project with the Chinese company CRBC. Representatives of the Chinese company have previously prepared a preliminary study of potential solutions, within which two variants were considered. The first variant involves the construction of a full-length expressway of approximately 170 km, while the second variant includes the improvement of the existing main road, with the possibility of a phased upgrade of individual sections to the expressway category.
